Russians Denied Mexican E-Visas in Ukrainian Message

The Mexican government now rejects Russian e-visa applications with an automatic Ukrainian-language notification, sharply escalating diplomatic pressure following Russia’s invasion of Ukraine.

The escalating Russia–Ukraine conflict has triggered knock-on effects far beyond the battlefield. Supply shortages and rising geopolitical tensions are now spilling into consular corridors, most visibly in Mexico City. The latest move sees Mexican authorities block all electronic visa applications filed by Russian nationals via an automated refusal notice delivered in Ukrainian.

Mexico halts Russian e-visa processing

Since Moscow launched its full-scale invasion of Ukraine, dozens of countries have added economic and political penalties against Russia. Mexico is among them, and has now suspended processing of visa-on-arrival requests from Russian citizens altogether. Worse, the refusal slip produced by the electronic system is displayed in Ukrainian: “Заява не розглянуто” (Application not processed). Although previously—from 2017—Russians could enter Mexico visa-free for up to 180 days, the exemption previously applied if the traveler held a valid visa for the United States, Canada, Japan, the United Kingdom or any Schengen state.

Ukraine tightens entry rules while Russia retaliates with reciprocal visa curbs

Responding to global pressure, President Volodymyr Zelensky ended visa-free entry for Russians in July 2022 at the height of public outrage following the invasion. The change requires Russians to secure an entry permit before crossing into Ukraine—a direct response to President Vladimir Putin’s retaliatory move against what the Kremlin labels “hostile” countries.

Putin’s government suspended simplified visa procedures for citizens of the European Union, the United States, Switzerland, Iceland and Liechtenstein in April 2023. The Kremlin framed the measures as symmetrical retaliation after Brussels and Washington imposed sanctions in February of that same year. The tit-for-tat policy has further strained diplomatic ties, turning travel paperwork into yet another front in the wider Russia–Ukraine confrontation.
