Benin: Africa's Most Open Country to Foreign Visitors
Bénin tops the Visa Openness Index for the fourth year running, making it Africa’s most welcoming destination for African travelers through streamlined policies and visa reforms.
Visa issuance openness across Africa is on the rise. Each year, the African Development Bank publishes its Visa Openness Index report, outlining innovations introduced by individual states. For the fourth consecutive year, Benin has retained the top spot in the rankings.
The leaders in African visa openness
The Visa Openness Index report highlights the continent’s most welcoming countries. Two new countries have entered the Top 3 this year. For the fourth time running, Benin leads the pack, joined this time by Seychelles and Gambia—each achieving a score of 1 under a weighting system that ranges from 0 to 1.
This recognition reflects the sustained efforts by these governments to facilitate access to their territories for African travelers. In recent years, many African countries have relaxed visa requirements for African travelers, signaling a broader regional trend toward greater mobility.
Several countries have gone further by adopting e-visa systems. The number of states offering online visa applications has nearly tripled in five years, rising from 9 in 2016 to 16 in 2021, according to the 2021 report.
There is a clear shift toward more liberal policies toward African travelers since 2016. To improve their ranking, countries must prioritize visa-on-arrival policies, which automatically grant entry visas to travelers from other parts of the continent. By doing so, diplomatic authorities foster the free movement of goods and people, strengthening regional integration.
Benin’s innovative reforms
Benin’s continued leadership in the index stems from years of comprehensive reforms designed to ease entry for Africans. The government has gone further by introducing visa exemptions for specific categories of travelers—subject to clearly defined criteria.
These measures align with the implementation of the Government Action Plan (Programme d'Action du Gouvernement), which aims to position Benin as a leading destination in West Africa. To make this vision a reality, the government introduced visa-on-arrival for tourists and set a fixed visa fee for non-Africans staying under one week. To enhance attractiveness, Benin also launched an electronic visa platform.
With these innovations, Benin has firmly earned its top ranking. The country continues to push boundaries to make its tourism offering more competitive and accessible.
