South Korea opens borders to tourists without quarantine
Fully vaccinated travelers can now enter South Korea without isolation, though border rules remain provisional amid pandemic uncertainties.
Like many countries around the world, South Korea is now relaxing its Covid-19 border measures. After a prolonged period of travel restrictions, the South Korean government has reopened the country to international tourists. Entry without mandatory quarantine is now permitted—but dependent on several conditions, signaling the fragility of travel authorizations at this stage.
South Korea welcomes foreign visitors without quarantine obligations
South Korea now allows fully vaccinated travelers to enter the country from any destination without the need to isolate. The policy change reflects a broader wave of eased restrictions across the country. While quarantine is no longer required, travelers must show proof of complete vaccination and undergo a pre-entry negative Covid-19 test. These are the only conditions needed to pass through immigration.
The nation’s airports are scrambling to implement the new rules. Incheon International Airport—South Korea’s main gateway to Seoul and most international arrivals—expects to welcome up to 20,000 passengers a day. This marks a sharp rebound from pandemic-era totals: before Covid-19, the airport handled around 200,000 passengers daily; at its lowest point during the pandemic, that number fell to just 3,000. By Friday morning, the dedicated quarantine facilities at Incheon and its segregated transit zone had already been dismantled, clearing the way for international travelers to use regular public transport like domestic passengers.
A lifted quarantine remains provisional
Despite the welcome easing of quarantine measures, South Korean authorities emphasize that the policy is far from fixed. The government has warned that quarantine obligations could be reinstated if the domestic Covid-19 situation deteriorates. Health authorities continue to monitor infection risks globally and will adjust exemptions based on country-specific risk levels, especially in the event of a new variant.
While strict border controls imposed since March 2020 have helped curb virus transmission, they were not without controversy. Despite public criticism, the policies contributed significantly to South Korea’s strong pandemic response. Yet even with the recent relaxation, full international flight recovery remains uncertain. Persistent Covid-19 risks and rising fuel costs are prompting authorities to proceed cautiously.
