Australia Announces 2024 Permanent Residency Visa for Pacific Islanders
Australia’s new Pacific Engagement Visa will grant 3,000 Pacific Islanders, including Polynesians, permanent residency beginning in 2024 through a lottery system—bolstering regional ties amid China’s rising influence.
Australia has recently passed legislation for a new program called the Pacific Engagement Visa, which will allow 3,000 immigrants from Pacific Island nations—including Polynesian communities—to settle on the continent as permanent residents starting in 2024.
Designed primarily for residents of Pacific Island states and East Timor, the visa aims to deepen Australia’s ties with its Pacific neighbors while countering China’s growing regional influence. It operates through a lottery system: applicants pay a $25 entry fee, and upon selection, may submit a full application.
The initiative, first proposed by the government in February, has faced some opposition. Supporters acknowledge that proponents question whether a randomized system truly serves the interests of participating nations.
Eligibility Criteria for the Visa Lottery
Hold a confirmed job offer in Australia;
Be between 18 and 45 years of age;
Meet English language or health requirements.
Application Process and Additional Requirements
To enter the Australian visa lottery, candidates must be born in an eligible Pacific country, be aged 18–45, and pay the registration fee. Once selected, they must satisfy English competency standards. Successful immigrants may bring eligible family members and are eligible for Australia’s social security system. After four years of residency, they may apply for Australian citizenship.
Purpose and Expected Outcomes of the New Visa System
For the ruling Labor Party, which secured passage by negotiating with the Greens, the Pacific Engagement Visa aims to expand Australia’s Pacific diaspora, strengthen people-to-people links, and promote cultural, trade, and educational exchanges. Observers also view it as a strategic move to offset China’s rising influence across the Pacific.

Beyond the Pacific Engagement Visa: The Pacific Labour Mobility Scheme
This new visa differs from the Pacific Labour Mobility Scheme, a temporary program already in place to address labor shortages in Australia’s agricultural sector. In contrast, the Pacific Engagement Visa offers a pathway to permanent settlement and deeper integration for Pacific citizens in Australia.
