Mexico Imposes Visitor Visa for Transit Travelers

On October 22, 2023, Mexico introduced a new regulation mandating all international travelers transiting through its airports to possess a specific visa. Here’s what you need to know and how to secure one for your next trip through the country.

Who Needs Mexico’s Visitor Visa?

As of October 22, 2023, all foreign nationals transiting and connecting through Mexican airports must obtain a "Visitor Visa without work authorization" before departing their country of origin. This requirement applies regardless of the transit duration in Mexico.

Exemptions include:

  1. Travelers holding permanent residency in Canada, the United States, Japan, the United Kingdom, the Schengen Area, or a member country of the Pacific Alliance.

  2. Individuals with a valid visa for Canada, the United States, Japan, the United Kingdom, or any Schengen country.

Failure to secure the correct transit visa will result in denied boarding for flights departing from Mexico. Travelers are strongly advised to confirm their visa status when planning a stopover in Mexico.

The Mexico Visitor Visa is designed for international visitors engaging in tourism, visiting friends or family, attending business meetings, cultural or sports events, or similar non-employment activities. For example, travelers from India must pay a fee of 50 USD for this visa.

How to Obtain a Transiting Visitor Visa for Mexico

To apply, you typically need to provide:

  • A valid passport

  • A completed visa application form

  • Proof of sufficient financial means for the stay

  • In some cases, proof of ongoing or onward travel (e.g., a continuation ticket)

The application must be submitted in person at the nearest Mexican consulate, as the process is not yet fully digitized. This new rule aims to address the unprecedented exodus of Cuban nationals transiting Mexico en route to other Central American destinations.
