New Zealand Launches Trial Visa Waiver for Chinese Citizens Traveling from Australia
New Zealand introduces a 12-month trial visa waiver for Chinese passport holders traveling from Australia via an NZeTA, effective November 2025.
The New Zealand government announced on 3 November a new visa waiver policy for Chinese citizens traveling from Australia. The move eases entry requirements for these travelers just before Prime Minister Christopher Luxon’s visit to China and underscores the high priority Wellington places on people-to-people exchanges with Beijing, which experts say are a key driver of bilateral relations.
Details and how the new policy works
According to Immigration New Zealand, the visa waiver status will be trialed for a 12-month period starting November 2025.
Eligible travelers must hold a valid Australian visitor, work, student or family visa and be Chinese passport holders. They may visit New Zealand for up to three months and will obtain entry using the New Zealand Electronic Travel Authority (NZeTA) instead of a full visa.

The exemption does not apply to passengers transiting through Australia. Applicants must still meet all standard NZeTA requirements. The trial aims to boost New Zealand’s appeal as a destination for Chinese tourists.
Immediate response and economic impact
The announcement quickly went viral on Chinese social media: within hours, the visa-waiver trial hashtag garnered 3.07 million views on Sina Weibo.
Major online travel agency Ctrip reports that searches for New Zealand travel packages rose by 70 % in the hour after the announcement compared with the same hour the previous day.
Ctrip vice-president Qin Jing said the policy is expected to significantly increase Chinese leisure travel via Australia to New Zealand, strengthening cultural and tourism ties among the three countries. Chinese visitors have long favored New Zealand’s landscapes and eco-tourism offerings. Between April and May this year, bookings to New Zealand on Ctrip climbed 37 % year-on-year while on-site tourism transaction volume surged 74 %.
Prime Minister Luxon’s strategic visit
The visa announcement precedes Prime Minister Christopher Luxon’s first official visit to China since taking office.
It comes as the China-New Zealand Comprehensive Strategic Partnership enters its second decade. Discussions will focus on trade, which totaled more than NZD 38 billion last year, and on deepening cooperation in education and tourism—areas where New Zealand businesses seek fresh opportunities.
According to a New Zealand government briefing, China is New Zealand’s largest source of international students and its third-largest tourism market. Luxon said his trip aims to aid the recovery of international education and tourism and position New Zealand as a world-class destination for travel, study and long-term partnerships.
