Ukraine to Launch Electronic Travel Authorization for Visa-Exempt Foreigners

Ukraine is preparing to introduce a new measure that will require citizens of visa-exempt countries to apply for an electronic travel authorization prior to their departure. The initiative aims to strengthen border security and modernize entry procedures to Ukrainian territory, while also aligning its legislation with that of the European Union.

Modernizing Border Controls

This project was discussed during a recent inter-ministerial meeting chaired by Oleksandr Lytvynenko of Ukraine’s National Security and Defense Council. The primary goal is to create an electronic travel authorization system similar to those already in place in countries such as Australia and Canada.

Adapting to European Standards

Ukrainian authorities are seeking to align their practices with those of the EU, particularly regarding migration control and security under martial law. A draft law proposes defining and approving a list of countries benefiting from this visa-exempt regime, whose nationals will need to submit an electronic notification before entering Ukraine.

The Purpose of the Electronic Travel Authorization

With this new measure, Ukraine hopes to gain better control over the flow of people entering the country while simplifying procedures for travelers. The project is part of a global trend toward digitalization of visa and border control processes. Destinations such as Israel, Canada, and New Zealand have already implemented similar systems.

An Efficient and Secure System

Once implemented, the electronic travel authorization will enable pre-screening of travelers to prevent the entry of individuals deemed undesirable for national security reasons. This will also help expedite border crossings, benefiting both authorities and visitors.

How the Electronic Travel Authorization is Expected to Work

Although the system is still in the design phase, its operation is expected to resemble existing ETAs:

  • Online Submission: Applicants will complete an online form with personal information and travel details.

  • Fee Payment: A nominal fee will likely be required to cover administrative costs.

  • Security Screening: Ukrainian security services will review the information provided to verify applicant eligibility.

  • Email Confirmation: Approved travelers will receive an email confirmation to present upon arrival in Ukraine.

Who Will Be Affected?

The electronic notification will primarily apply to citizens of countries currently exempt from visa requirements for entry into Ukraine, including EU member states, the United Kingdom, Canada, and Japan. Travelers already required to obtain a visa will not be affected by this new measure.

Background and Outlook

Recall that in 2019, Ukraine launched an e-Visa program to facilitate entry for citizens of 52 countries visiting for tourism or business. The new system promises to build on this legacy of streamlining and securing entries into Ukrainian territory.
