Liberia Launches Electronic Visa for International Travelers
Liberia introduces an electronic visa-on-arrival system for international travelers, simplifying entry procedures with digital processes while maintaining strict security measures.
As of March 11, 2025, Liberia has implemented an electronic visa-on-arrival system for international travelers, marking a significant milestone in modernizing its immigration services. This initiative, led by the Liberia Immigration Service (LIS), aims to streamline entry for foreign visitors arriving by air.
Applying for an Electronic Visa
Travelers wishing to obtain a visa on arrival must now submit their online application through the official Liberian immigration portal. Similar to other electronic travel authorizations, applicants must create an account, complete the form with personal details, and pay the consular fee ($102.50 USD). Required supporting documents—such as a passport copy, passport photo, and flight reservation—must also be uploaded. Upon approval, travelers will receive an email with a QR code to print or save digitally for their trip.
At the Monrovia-Roberts International Airport (ROB), arrivals must present their QR code to immigration officials. Biometric data, including fingerprints and facial recognition, will be collected before the visa is stamped in the passport. The visa permits a single entry and is valid for either 30 or 90 days.
Which Nationalities Are Exempt from the E-Visa?
Citizens of ECOWAS member states are exempt from this new requirement due to existing regional free-movement agreements.
However, travelers from the following 23 countries are ineligible for the e-visa and must apply through a Liberian embassy: South Africa, Germany, Saudi Arabia, Belgium, Cameroon, China, Côte d’Ivoire, Egypt, United States, Ethiopia, France, Ghana, Guinea, Italy, Japan, Kuwait, Morocco, Nigeria, Qatar, Democratic Republic of the Congo, United Kingdom, Senegal, Sierra Leone. The e-visa is only available if there is no Liberian embassy in the applicant’s country of origin.
E-Visa and the Digitalization of Entry Conditions
This initiative reflects Liberia’s commitment—under President Joseph N. Boakai—to modernize administrative procedures and align with international security and travel facilitation standards. According to Mr. Elijah F. Rufus, acting Liberian Immigration Commissioner, the new system will enhance border controls and support economic growth.
As immigration services globally adopt digital solutions to ease travel, Liberia joins the trend while others remain in deliberation. The launch of its e-visa system marks a forward-looking step for smoother, more secure international arrivals.
