Absher Travel for visitors form to be filled out before any land entry into Saudi Arabia
The Saudi Ministry of Interior has launched the online service 'Absher Travel for Visitors', designed for Gulf Cooperation Council (GCC) citizens and other visitors entering via land border crossings. The form will become mandatory six months after its introduction.
It is available in the Absher app and will become mandatory six months after its launch. Travelers must declare in advance their identity, vehicle details, and insurance.
What the Ministry has launched
The announcement was published on October 26, 2026 by the Saudi Press Agency (SPA). The service is aimed at citizens of the GCC and 'other visitors' entering through all land border crossings of the country. The text does not restrict the service to specific entry points or nationalities.
The Ministry has partnered with several administrations, including Foreign Affairs, Tourism, the Saudi Data and Artificial Intelligence Authority (SDAIA), the Zakat, Tax and Customs Authority (ZATCA), Communications Authority, Insurance Authority, the General Directorate of Passports, and Public Security. The stated goal is to automate entry procedures for travelers and vehicles by handling online declarations in advance for what was previously done at land border crossings.
How the process works
The entire process now takes place in the Absher app before departure, under the 'Absher Travel for Visitors' section. According to the Ministry, the visitor first enters:
their nationality;
mobile phone number;
travel document type;
the planned land border crossing;
the expected travel date.
They then complete three sections: traveler details, vehicle information, and insurance coverage. The Ministry notes that this service can also arrange vehicle insurance, making it a mandatory step rather than an additional requirement to settle at the border.
For the moment, the use of this service is not compulsory. The Ministry has stated it will become so for visitors six months after its launch, though no precise date has been published yet. From the October 26, 2026 announcement date, this would mean implementation around late April 2027, but that is only an estimate: the Ministry will set the official date.
The press release does not mention any fees for using Absher Travel for visitors. It also does not detail which insurers are accepted for the vehicle insurance: this information is available within the Absher app itself. Likewise, it does not list the required documents or supporting evidence for the vehicle.
The text refers broadly to 'visitors' without further qualification and does not specify whether foreign residents of GCC countries crossing borders by car are subject to the same measures as tourists will be. These categories are defined by the app's interface at the time of data entry.
