Germany Digitizes Identity Document Processes

Germany modernizes ID card, passport, and residence permit applications with streamlined digital processes, reducing wait times and enhancing security.

On 11 October, Germany officially rolled out the modernization of its process for applying for identity cards, passports and residence permits.

From November 2023 (and gradually through to 2025), citizens will be able to confirm receipt of their PIN letter—required to collect identity documents from issuing machines—or have it sent straight to their registered address.

This move is designed to streamline and enhance the German citizen experience. The country’s commitment to administrative modernization demonstrates its determination to improve the overall experience for its nationals.

These changes, which come into effect on 1 November, mark an important step toward a more efficient and secure system for obtaining identity documents such as passports and national ID cards.

This new approach offers several advantages for those applying for identity documents:

  • Time saved—streamlined procedures and automated document collection reduce waiting times significantly.

  • Enhanced security—fewer queues and fewer intermediaries lower the risk of fraud and theft.

  • Improved user experience—automating steps cuts down on required actions and delivers a smoother path to securing ID.

  • Greater accessibility—by simplifying steps, the process becomes easier to understand and complete for all citizens.

How the new process works

Under this modernized system, individuals seeking identity documents will no longer need to visit a government office in person and can follow these steps:

  1. Submit their application online or via a one-stop service point.

  2. Receive their PIN letter by email or post, including all the details needed to access their documents.

  3. Confirm receipt of the PIN letter to trigger the issuance of their documents.

  4. Collect their new identity documents from an automated issuing terminal or have them delivered to their registered address, based on their chosen option during application.

Germany’s broader push for digital public services

This overhaul of the identity document process is part of Germany’s wider effort to digitize its public services. The country has been actively modernizing its administration and embracing ambitious digital transformation.

  • E-government—a single platform provides online access to key administrative procedures, advancing Europe’s digital-administration landscape.

  • Digitalization of social benefits—social services are also being digitized to make benefits more accessible and improve response times.

  • Upgraded IT infrastructure—major investments in modernizing computing systems ensure secure and reliable delivery of citizen services.

By May 2025, future German official documents will feature only digital biometric photographs. These images will be captured either by government agencies or professional photographers to strengthen security and identification checks—especially at border crossings.
