Why the increase?

Hong Kong authorities say the move aligns fees with the “user pays” principle and ensures costs cover actual processing expenses. The goal is to secure the financial sustainability of immigration services without relying on external funding. While the government notes the increase will have minimal impact on daily spending for most residents and businesses, it will be more noticeable for overseas visitors.
