Papua New Guinea Introduces Digital Arrival System

Papua New Guinea launches a digital arrival card system, replacing paper forms to streamline travel while enhancing border security through real-time passenger data.

Papua New Guinea has taken a decisive step toward modernizing its border controls with the launch of a new digital arrival card system and a dedicated operations center. Led by the Immigration and Citizenship Service Authority, this initiative aims to significantly enhance the country’s border security and efficiency. The new requirement came into effect on October 1, 2025.

Introducing the PNG Digital Arrival Card (PNGDAC)

The innovative digital system, called the PNG Digital Arrival Card (PNGDAC), replaces traditional paper arrival cards with a secure online platform. Travelers visiting the country can now complete their declaration digitally up to 72 hours before departure—at no consular fee. The system is designed to simplify passenger procedures while providing border agencies with accurate, real-time traveler data.

How to obtain your PNGDAC

  • Submit your application online via the official portal at pngdac.ica.gov.pg

  • Provide your personal details (passport number, nationality, profession, etc.) and travel entry information (travel dates, flight number, Papua New Guinea address, etc.)

  • Answer health, customs, and recent travel questions, including countries visited

  • Submit and confirm your request. You will receive travel document confirmation by email

  • After confirmation, simply print and present it to an immigration officer upon arrival

Key visa considerations

The Papua New Guinea Digital Arrival Card is not a visa, so travelers must independently confirm their eligibility to enter the country. An e-Visa is available to all nationalities. Eligibility checks can be made via the official immigration portal at ica.gov.pg. Depending on your nationality and trip purpose, several visa options exist, including the Easy Visitor Permit (30 or 60 days), to which most travelers qualify. Nationals of other countries may apply for an on-arrival visa or the electronic tourist visa (e-Visa), based on whether travel arrangements are solo or group-based.

Strengthening border security

Alongside the digital arrival card, Papua New Guinea has inaugurated an Immigration Operations Command Center (IOCC). Serving as a hub for intelligence and risk assessment, the center enables continuous passenger data analysis to enhance immigration controls.

According to Mr. Clarence Parisau, Deputy Head of Immigration, the technological leap represents a milestone for the nation. “For the first time, the Immigration Service, Customs, and the National Agriculture and Quarantine Inspection Authority (NAQIA) are integrated within a unified information system,” he said. “This integration ensures stronger border security, faster processing, and smarter facilitation of travel and trade.”

He emphasized the project’s significance for national security: “This isn’t just a technological achievement—it’s a priority for national security. It enhances our ability to protect the people of Papua New Guinea, secure our borders, and bolster tourism and commerce.”

These systems align with international standards set by the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA), aligning Papua New Guinea’s borders with global best practices.

Looking ahead, a second phase is under development to integrate data from all airlines and vessels, elevating the country’s border security to a new level. This digital arrival process, the PNGDAC, replaces paper forms, though a brief transition period will allow acceptance of printed declarations until authorities announce the complete phase-out of paper forms. Further official announcements on paper card discontinuation will follow.
