The Libyan authorities currently issue two main types of electronic visa for foreign travelers. Both go through the same online channel, but differ in price, duration and number of entries allowed.
Do I need an e-Visa for Libya?
Yes, almost all foreign nationals require a visa. Before to travel to Libya. There is no visa on arrival for tourist purposes, and visa exemption is limited to a handful of citizens of the Arab League, under specific bilateral agreements.
Since 2024, the Libyan Ministry of Foreign Affairs has authorized the issuance of electronic visas for the majority of nationalities. The e-Visa is the recommended channel for travellers fromย Europe, North America, Latin America, most of Asia, Oceania and most of sub-Saharan Africa.

Required documents

About the invitation letter :ย This is the most important document in the Libyan e-Visa application. It must be issued byย physically registered in Libya. For tourists, this is usually one of the few tour operators approved by the Ministry of Tourism. For business travelers, it's the Libyan partner, client or contractual counterpart. How long before departure should I submit my application?
We recommend submitting the application at least 3 weeks before departure. While the technical processing time is 3 to 5 working days, obtaining the invitation letter and validating it with the Libyan operator can take longer, especially around Friday/Saturday weekends, Ramadan and the Eid holidays.

Processing time

The official deadline announced by the Libyan Ministry of Foreign Affairs isย 3 to 5 working days, from the date of submission of a complete application.
In practice, Visamundi observes the following ranges:

Validity and length of stay
The Libya e-Visa is issued with a valid for 90 days from date of issue. This is the window during which you must enter Libya. Once in Libya, the maximum length of stay is 30 consecutive days.
The 30-day counter starts on the day you cross the border, not the day the visa is issued. This is an important distinction from other African e-Visas (Egypt, Kenya, Tanzania), where validity and stay periods sometimes overlap.
Can the stay be extended?
Yes, an extension of up to 30 days can be requested locally from the Libyan Immigration Office (Passport Department) in Tripoli or Benghazi. The extension is granted at the discretion of the authorities, normally via your local operator. A small administrative fee applies, and the request must be made at least 72 hours before the visa expires.
Excess stay
โ ๏ธ Over-stays are taken very seriously. Travelers who exceed 30 days without a valid extension are liable to a daily fine, possible administrative detention prior to expulsion, and a ban on returning to Libya for several years. Always allow a comfortable margin before your return flight.
Entry rules and formalities on arrival
Once your Libya e-Visa has been approved, the following rules apply at the border.
Authorized entry points
- Mitiga International Airport (MJI)ย Tripoli's main civilian airport.
- Benina International Airport (BEN)ย Benghazi, in the east.
- Misrata International Airport (MRA)ย on the central coast.
- Some seaports (Tripoli, Benghazi, Misrata) for travelers arriving by ferry from Turkey or Italy.
The land crossings with Tunisia (Ras Jedir) and Egypt (Musaid) are subject to regular closures, depending on the security situation, and are not open to the public.ย not recommendedย as the main option.
What to present to immigration
- Your passport (valid for 6 months or more, with blank pages).
- A printed copy of the e-Visa PDF.
- The original invitation letter, signed and stamped.
- Your itinerary and proof of accommodation.
- Yellow fever vaccination certificate, if applicable.
- Sufficient cash in USD or EUR for the duration of your stay.
Most travellers are welcomed inside the airport by their authorized local guide, who escorts them through immigration and customs. This is deliberate: Libya's tourism framework requires an escorted trip.
Traffic restrictions inside Libya
Independent tourism is not permitted.ย Foreign visitors must be accompanied at all times by an authorized local guide or by the representative of the licensed operator who issued the invitation letter. Solo, unaccompanied travel (even by car between two cities) is not permitted in the current framework.
This is the most counter-intuitive rule for travellers used to Egypt, Morocco or Jordan. Yet it is the cornerstone of Libya's reopening framework, and explains why Libya remains a country that welcomes very few visitors, but very satisfied ones.
The accompanying rule has concrete implications:
- You cannot rent a self-service car. Vehicles are always provided with a driver.
- You cannot travel freely between Tripolitania (west) and Cyrenaica (east) without up-to-date security clearances. Passage is sometimes restricted depending on the political context.
- Certain military zones, oil installations and border strips are completely off-limits - your guide knows the latest map.
- Photographs of military installations, government buildings, ports, airports and checkpoints are strictly forbidden.
Safety considerations
Libya remains a country where the security situation can change rapidly. Most Western foreign ministries (Department of State, FCDO, French MEAE, Auswรคrtiges Amt) maintain a travel advisory. Travelers must :
- Register with their embassy's traveller registration service (Ariane for the French), STEP for Americans, etc.).
- Take out comprehensive travel insurance including political evacuation. Standard tourist contracts often exclude Libya.
- Follow the operator's instructions to the letter.
- Avoid political demonstrations.

For a business e-Visa, the invitation letter must be issued by a Libyan company with a valid trade register. Is the Libya e-Visa officially recognized?
Yes, e-Visa Libya was launched by the Libyan Ministry of Foreign Affairs in spring 2024 and is the official electronic channel for applying for a short-stay visa to Libya. It is recognized at all international airports operated by the Government of National Unity and at the main airports in the east. The visa is checked by border officials via the central system before the entry stamp is affixed to the passport.
What's the difference between e-Visa and the old paper visa?
Before 2024, any visa for Libya had to be applied for via a Libyan embassy or consulate, by sending the original documents by post or dropping them off in person. The procedure could take six to eight weeks, sometimes longer. The e-Visa takes over most of the same documentary requirements (especially the invitation letter), but filing, payment, processing and issuance are now 100 % online.
The practical effect: the time required is reduced from several weeks to just a few days, and the logistics for the applicant are considerably eased.
Will my data be shared with the Libyan authorities?
Yes, submitting an e-Visa application implies that your personal data, passport and invitation letter are transmitted to the Libyan Ministry of Foreign Affairs, which is responsible for processing the visa procedure. Can I get a Libyan visa on arrival?
No. There is no visa on arrival for tourism. All foreign travelers must obtain their e-Visa or paper visa before departure.
Can I travel to Libya as an independent tourist?

Land borders open and close irregularly. We advise against planning a trip with land entry, as closures can occur without notice. Always have a plan B with air entry.
Can I work in Libya with an e-Visa?
No. The e-Visa is strictly reserved for tourism, family visits or short business meetings (without remuneration in Libya). Working in Libya requires an employment-type long-stay visa and a residence permit obtained through the employer.
Can I apply for e-Visa twice in the same year?
Yes, you can apply for several single-entry e-Visas in the same calendar year. Travelers planning more than two stays per year should consider the more economical multiple-entry version.
Is the e-Visa valid for journalism or NGO activities?
Journalistic and humanitarian activities require a high level ofย additional accreditationย from the Libyan Ministry of Foreign Affairs and, in some cases, from the Ministry of Information. Can I bring a drone, satellite phone or specialized camera equipment?
Drones are not authorized for unlicensed civilian use and will be confiscated at customs. Satellite phones require prior authorization from the Libyan telecommunications regulator.
