Indonesia's "All Indonesia" Arrival Card Mandatory from October 1, 2025

Indonesia's new unified digital 'All Indonesia' Arrival Card streamlines immigration, customs, and health declarations, becoming mandatory nationwide by October 1, 2025, replacing older systems.

Indonesia has officially launched "All Indonesia", a digital portal designed to centralize and simplify arrival formalities for international travelers and Indonesian citizens.

The "All Indonesia" system now consolidates previously separate processes—immigration, customs declaration, and health declaration—into a single digital interface. It replaces the former health declaration "SATUSEHAT Health Pass (SSHP)" and customs declaration "e-CD".

The portal is currently in a testing phase and has been mandatory since September 1, 2025 for arrivals at Jakarta (Soekarno–Hatta), Bali (I Gusti Ngurah Rai), Surabaya (Juanda) airports, and selected maritime ports in Batam. By October 1, 2025, the "All Indonesia" Arrival Card will become mandatory at all international entry points nationwide, including potentially land and maritime borders. The broader trial period will continue through the end of 2025.

Immigration Minister Agus Andrianto emphasized the aims of the initial trial: « During this testing phase, we are identifying areas for refinement to ensure that « All Indonesia » operates seamlessly and without issues when it becomes fully mandatory. »

Officials estimate the online form takes approximately 2–3 minutes to complete. Travelers can submit their information any time within up to 72 hours before arrival. There is no fee for this service.

What if I don’t complete the form before arrival?
Travelers who haven’t filled out their travel declaration in advance are still permitted entry. However, they must complete the "All Indonesia" Arrival Card upon arrival at immigration counters by scanning a QR code provided in some airports.

Acting Immigration Director-General Yuldi Yusman called "All Indonesia" an important step forward, highlighting the system’s inclusive design: « It not only makes the arrival process faster and safer but also far more user-friendly for all passengers—including seniors, children, and travelers with disabilities. »

The system also supports disease-risk monitoring and streamlines declarations for animal, plant, and fishery products to prevent pest spread and bolster national food safety. Yusman added: « This isn’t just about convenience—it’s about protecting our nation. Every data point you provide helps secure our borders. »

How to complete the "All Indonesia" Arrival Card

You can submit your declaration online via the official portal allindonesia.imigrasi.go.id or through the mobile app, available on the App Store and Google Play Store.

Required information includes:

  • Personal details (nationality, full name, date of birth, passport number and expiry, contact information).

  • Travel details (arrival and departure dates, visa, KITAS, or KITAP number if applicable).

  • Transport and Indonesian address (arrival airport or port, airline/ship name, flight number, type and name/address of accommodation, purpose of stay).

  • Health and customs declarations (current symptoms, countries visited in the past 21 days, items such as animals/plants carried, baggage count, goods to declare, IMEI registration for mobile devices).

Once submitted, a unique QR code is generated and emailed to you—present this upon arrival. While on-arrival completion is possible, authorities warn it may lead to delays.

Important: the "All Indonesia" Arrival Card is a distinct, mandatory online form and does not replace visa requirements (e-VoA, e-Visa, Visa on Arrival) or the separate Balinese tourism tax payment. The system allows multiple family members to be added under a single submission.
