Russia introduces a new reciprocal visa-free travel regime with China, Saudi Arabia, and Malaysia, aiming to boost tourism and economic ties while aligning with global travel trends.
Russia has officially announced the launch of a reciprocal visa-free travel agreement with China and Saudi Arabia, a strategic initiative designed to transform its tourism sector and strengthen diplomatic ties. Malaysia is also part of this new reciprocal visa-free regime proposal.
The landmark change was unveiled during a strategic government session focused on tourism development.
Key Objectives and Economic Impact
Increase in tourist numbers: The system is intended to attract an additional two million tourists in the coming years, contributing to Russia’s broader goal of increasing total foreign visitors from 5 million to 11 million by 2030.
Economic gains: The influx of two million additional tourists could generate up to $164 million in revenue for the Russian economy. This figure is based on an estimated daily spending of $82 for mid-range travelers.
Strategic alignment: This pivot allows Russia to diversify its tourist market and capitalize on growing travel trends in Asia and the Middle East.
Strengthening Partnerships
The reciprocal visa-free travel agreement underscores the deepening diplomatic relations and cooperation between Russia and its partners.
China has already initiated the process, implementing a one-year trial period of a 30-day visa-free policy for Russian citizens, effective since September 15, 2025.
Saudi Arabia: A formal visa-free agreement is near finalization with Saudi Arabia, aligning with the country’s Vision 2030 to diversify its economy.
Malaysia has already waived visa requirements for Russian citizens since March 2025.
For Chinese, Saudi, and Malaysian nationals, visa-free entry to Russia for up to 30-day stays will be available between September 15, 2025 and September 14, 2026.
