On July 25, 2025, the Mexican government published new guidelines for issuing visas as well as temporary and permanent residence visas. The text aims to modernize migration legislation, which was last revised in 2014.
Visas in digital format (e-visas)
The new rules for obtaining visas will be facilitated by digitalized procedures by consulates and immigration offices. From now on, visas can be issued electronically, in particular via electronic visas with QR codeThis will replace the traditional sticker affixed to the passport. Physical presentation at a consulate may become unnecessary in certain cases, and supporting documents submitted by applicants will gradually be accepted in digital format. The official platform is currently being launched for eligible travelers.
Tourism and short breaks
Nationals of countries on Mexico's "no visa required" list will continue to be able to enter Mexico for tourist or short-term stays under the current arrangements. Nationals still requiring a visa will have their procedure digitized: the visa will be electronic, with no need for a physical stamp in the passport.
Temporary or permanent residence
A key aspect of the new directives concerns financial criteria required for temporary and permanent residences. Until now, solvency was calculated by multiplying the Mexican minimum wage. Consuls will now have to use the "UMA" (Unitรฉ de Mesure et de Mise ร jour), but the reform is accompanied by an increase in UMA multipliers - the amounts required are therefore broadly aligned with current requirements for 2025. As a result, admission thresholds for residency will not fall; they will continue to rise each year as the UMA increases.
For the time being, no significant changes are expected to the amounts required to prove financial capacity for applications in 2025.
The new rules simplify certain procedures and reduce the number of mandatory administrative declarations for temporary or permanent residents notifying immigration of a change in their personal situation.
Which travelers are eligible for e-visa?
Currently, the following nationalities are eligible to apply for an e-visa: ๐ท๐บ Russia, ๐น๐ท Turkey, ๐บ๐ฆ Ukraine. The e-visa is valid for 30 days, single entry. The authorized length of stay is 180 days.
Several nationals, including Europeans, Americans, Canadians and English, are exempt from visa requirements. and can travel to Mexico for the following reasons: tourism, business (180 days) and transit (30 days).
