Russia has officially announced the launch of a reciprocal visa-free travel agreement with the China and theSaudi Arabiaa strategic initiative aimed at transforming its tourism sector and strengthening its diplomatic ties. Visit Malaysia is also part of this new proposal for a reciprocal visa-free regime.
This major change was unveiled at a strategic government session focusing on tourism development.
Key objectives and economic impact
- Increase in the number of tourists : This system is designed to attract a total of two million additional tourists in the coming years, contributing to Russia's broader goal of increasing the total number of foreign visitors from 5 million to 11 million by 2030.
- Economic benefits : The influx of two million additional tourists could generate up to 164 million in revenues for the Russian economy. This figure is based on an estimated average daily expenditure of $82 for mid-range travelers.
- Strategic direction: This pivot enables Russia to diversify its tourism market and capitalize on the booming travel trends in Asia and the Middle East.
Partnership development
The reciprocal visa-free travel agreement is testimony to the strengthening of diplomatic ties and cooperation between Russia and its partners.
- China has already initiated the process, implementing a one-year trial of a 30-day visa-free policy for Russian citizens, in force since September 15, 2025.
- Saudi Arabia: A formal visa-free agreement is about to be finalized with Saudi Arabia. This agreement is in line with the Vision 2030 to diversify the economy.
- Malaysia abolished visa requirements for Russian citizens, as of March 2025.
Chinese, Saudi and Malaysian nationals can now enter Russia without a visa for a 30-day stay. This program will be introduced between September 15, 2025 and September 14, 2026.
Since the launch of the electronic visa (e-Visa) in August 2023, Russia has been developing its policy of openness to international travelers.
