Which travelers are affected and what are the exemptions?
The no-fly order (Arrival Control Determination) is aimed exclusively at travellers with simultaneously these three criteria:
-Find yourself physically outside Australia at the time of departure.
-Travelling with a Iranian passport.
-Hold a Australian visitor visa (Subclass 600).
The Department of Immigration (Home Affairs) has made adjustments to preserve family cohesion and avoid penalizing other migratory statuses. The restriction does not apply the following profiles:
- Travelers already on Australian soil on March 26, 2026.
- Spouses, de facto partners or dependent children Australian citizens, permanent residents or residents not subject to a time limit (e.g. New Zealand citizens).
- Parents of a minor child (under 18) already resident in Australia.
Holders of any other type of Australian visa (Subclass 500 student visas, temporary or sponsored work visas, etc.).
Travelers who had already begun their journey to Australia or who were in international transit (for less than 24 hours) before the measure was introduced.
THE Permitted Travel Certificate
For travelers not covered by the exemptions listed above, but who can justify a situation requiring urgent travel, Australia has activated an exceptional pass: the Permitted Travel Certificate.
How do I get it, and what are the rules?
- Very strict delivery: This certificate is only issued in extremely limited circumstances.
- Case-by-case treatment : There is no automatic approval. Each file is audited manually.
- Family reunification : The Department said that “sympathetic” consideration would be given to cases involving relatives of Australian citizens.
- Procedure: Applications are made exclusively online via the government portal of the’Arrival Control Determination managed by Department of Home Affairs.

The government measure does not freeze new applications for the Subclass 600. Immigration authorities continue to process new applications on the basis of merit and according to the usual criteria.
