Canada has launched itsBudget 2023"The aim is to simplify immigration and boost tourism in the country. Among the proposals under consideration is the extension of the eTA (known in France as the AVE) to new nationalities.
AVE (Electronic Travel Authorization) is a mandatory travel authorization application for foreign nationals wishing to travel to Canada by air. This authorization confirms the traveler's admissibility before departure for Canada. It is not a visa as such.
To obtain an AVE, travelers must complete an online application form, provide certain personal information and meet certain eligibility requirements. The application process is quick and easy, and costs 7 $CAN, excluding intermediation fees.
To continue to make Canada a travel destination of choice, #Budget2023 proposes to expand eligibility for the Electronic Travel Authorization (eTa) Program to low-risk, trusted travellers from additional visa-required countries.

Currently, the AVE is intended for visa-exempt nationalities (mainly Western countries), except for the Brazil which allows the process for people who have obtained a Canadian resident visa within the last 10 years, or who hold a valid US visa. Canada wishes to move forward on these visa-required nationalities, and will announce the new list of "low-risk" nationalities concerned in the coming weeks.
The goal? Increase revenues generated by international tourists by 50M $CAN over 4 years. Details of Budget 2023 are available on the Canadian government website.
Among the new immigrations announced :
- an envelope of CAD 10 million over five years for the implementation of biometrics in citizenship applications to speed up their processing
- simplify and accelerate the travel application process for visitors to Canada, while ensuring national security.
- maintain federal support for immigration and refugee legal aid services with an envelope of C$43.5 million in 2023-2024
