The Cuban government has recently modified its entry requirements, requiring certain travelers from Miami and other U.S. cities to obtain an electronic visa prior to departure. This measure, announced by the Cuban Ministry of Tourism (Mintur), marks a significant change in entry procedures to Cuba, and concerns both foreign tourists as well as certain American residents with family ties to the island.
Electronic visa replaces tourist card
From July 1, 2025, electronic visas (eVisa) will be the only valid option for entering CubaThis digital document will definitively replace the old tourist card. This digital document, which costs 50 US dollars (plus any processing fees charged by approved online agencies), must be requested at least 72 hours before departure.
It will then be necessary to present the following documents upon arrival in Cuba :
- Valid visa
- Valid passport
- Mandatory health insurance
- D'Viajeros form, with corresponding QR code
Pre-trip procedure
Travelers must fill out the form on the official website evisacuba.cuby entering their personal information and flight details. Once processed, the visa will be sent to the e-mail address provided. It is also compulsory to complete the D'Viajeros form, available at dviajeros.mitrans.gob.cu. The confirmation will generate a QR code to be presented on arrival at the airport.
The Ministry of Tourism warns against fraudulent sites that charge extra fees or issue invalid visas. It recommends checking that the visa number and the stamp of the Direction de l'identification, de l'immigration et des étrangers appear on the form.
Which travellers are affected?
The new rule applies in particular to people travelling on foreign passportsWhether or not they are accompanied by Cuban citizens. Thus, children born abroad, spouses, partners or other relatives of Cuban citizens will have to obtain this electronic visa if they do not have a Cuban passport. On the other hand, Cuban nationals holding a Cuban passport will continue to be able to enter the country without having to apply for this electronic visa.
Foreign tourists departing from Miami or other American cities are also affected, even if they are traveling alongside Cubans.
Exceptions and special cases
Canadian tourists will continue to be visa-exempt if they fly direct from CanadaThe cost is included in the ticket price. However, if they are transiting through a third country, they will also need to apply for an electronic visa.
This reform comes at a critical time for Cuban tourism, as the number of international visitors fell by 30 % in the first quarter of the year. With this measure, the Cuban government aims to tighten entry controls, digitize procedures and reduce the use of paper documents.
