In order to join the Visa Waiver Program, Israel still has to meet a number of conditions, such as passing two pieces of legislation on information sharing in the Knesset. At the time, Likud considered the legislation to be an invasion of privacy, but the US Embassy in Israel pointed out that the legislation had already been adopted by the 40 member countries of the program.
Israel must also finalize procedures for the border security plan, which requires the implementation of computer systems to optimize information sharing with US systems. Washington has set October 1 as the deadline for these preparations.

However, those wishing to stay in the U.S. for more than 90 days, or to work or study there, will still need to obtain a visa from the U.S. embassy according to the usual procedures.
