Japan: Taiwan to be the first to test the future ETA

From January 2025, Japan will introduce an electronic pre-authorization system for visa-exempt visitors, starting with tourists from Taiwan. This system, often compared to the American ESTAwill enable travelers to submit their information online prior to their departure for Japan. The data required will include the purpose of the trip, passport information and, in some cases, specific details such as the name of the business partner for business trips, or of the health facility for medical stays.

The main objective of this system is to facilitate and accelerate entry procedures for travelers, while reinforcing security. The information submitted will be verified byJapanese Immigration Services Agency (ISA)This process is designed to prevent illegal activities and potential threats even before travellers embark for Japan. This process aims to prevent illegal activities and potential threats before travelers even embark for Japan.

Reform of the visa system and immigration procedures

New visa for high-income earners

At the same time, the Japanese government has approved a new visa system designed to attract high-income earners and graduates of top universities. This initiative, approved by the cabinet in February 2023, aims to strengthen Japan's economic competitiveness by attracting skilled foreign talent.

Expanding the categories of foreign workers

Since 2018, Japan has expanded the areas in which foreigners can work, now covering 14 occupations. Newcomers are classified into two main categories: workers in specific jobs, authorized to bring their families and whose contracts can be renewed several times, and unskilled workers, authorized to work for a limited period of 5 years without the possibility of bringing their families.

Demographic trends and workforce needs

The following table illustrates the evolution of the Japanese and foreign population in Japan between 2014 and 2018, with a projection for 2030:

Year Total population (thousands) Foreign population (thousands) Percentage of foreigners
2014 127.083 2.122 1,67%
2015 127.095 2.232 1,76%
2016 126.933 2.383 1,88%
2017 125.584 2.323 1,85%
2018 125.210 2.498 2,00%
2030* 119.125

*Projection by the National Institute for Population and Social Security Research (IPSS)

These figures highlight the downward trend in the total Japanese population, contrasting with the steady increase in the foreign population. This demographic trend underlines the growing importance of immigration for the Japanese economy.

Nationals of 71 countries and territories, including most European countries, who currently benefit from a visa waiver for stays of up to 90 days, will now need to obtain an electronic travel authorization before departure.. Although this additional step may seem restrictive, it should make entry into Japan quicker and smoother.
