End of tolerance: The Hajj permit is the only way in

In the past, some travelers tried to use a tourist visa (eVisa) or a family visit visa to blend in with the flow at the holy sites during the pilgrimage period. This practice is now a thing of the past. The official decree is unequivocal: entry to Mecca and all the holy sites is reserved exclusively for holders of a official Hajj permit. This prohibition applies from the beginning of the Islamic month of Dhou al-Qi'da until the 14th of Dhou al-Hijja.

What this means in practical terms for your trip:

Closure of the Nusuk platform: The issuance of Umrah permits has been completely suspended for absolutely all categories of travelers (citizens, residents, GCC nationals and internationals).

Deadline expired for Umrah pilgrims: Visitors coming for Umrah had until Saturday, April 18, 2026 to leave the country. Any overstay after this date constitutes a major offence.

Controls : Police barricades carefully filter road and rail access to the holy city.

Penalty schedule 2026

The Saudi government applies a zero tolerance policy. Anyone caught breaching the access rules will face severe penalties, commensurate with the security stakes involved in this global gathering.

Our agency's recommendations for legal travel

The complexity of Saudi requirements calls for rigorous preparation. It is advisable to secure your migration status.

1. Don't give in to social networking scams
Police in Mecca have made multiple arrests, dismantling networks selling fake entry permits via WhatsApp, Facebook or Telegram. Crucial reminder: there is no such thing as an โ€œexpress visaโ€ or โ€œalternative permitโ€ for the Hajj. The only valid procedures are through official government quotas and the Nusuk Hajj.

2. Adapt your business or tourism trips
If your obligations require you to travel to the Kingdom of Saudi Arabia during this period :
-Limit your travel to authorized areas (Riyadh, Jeddah, Neom, Dammam).
Under no circumstances should you attempt to take the Haramain high-speed train or the bus networks to Mecca.
-Always carry your original passport and a copy of your e-visa. Unannounced checks at hotels and airports are being stepped up.

3. Anticipate the post-Hajj Umrah season
Reopening of visas and permits for Umrah usually takes place a few weeks after the end of the Hajj. In view of the worldwide demand, we advise you to compile your documents now.
